LEADERSHIP

  • William E. Freas, Jr., CCC A/SLP , Chief Executive Officer

    Bill has a business, speech-language pathology, and audiology background. With over 40+ years of experience in the healthcare industry, he has owned and operated several rehabilitation companies throughout the east coast. Bill has distinguished himself as an outstanding and innovative problem-solver and leader who is well respected within the Long Term Care industry and the greater healthcare community.

  • Chelsea Boyle, OTR/L, B.S. Occupational Therapy, Chief Operating Officer

    Chelsea is an occupational therapist and has 19+ years of experience in long-term care rehabilitation and management. She has spearheaded and managed therapy programs throughout the Mid-Atlantic region. Recognized as an accessible, forward-thinking and solution-oriented leader, Chelsea oversees the entirety of Flagship Rehabilitation’s day-to-day operations, as well as corporate compliance. She is actively involved in the redesign and implementation of cutting-edge programs and products to meet the future needs of the healthcare industry.

  • Dustin Freas, H.M.S./NHA, Chief Development Officer

    In 2005, Dustin Freas joined Flagship Rehabilitation. Currently the Chief Development Officer, Dustin is a licensed Nursing Home Administrator (NHA) in Maryland and Pennsylvania. He is also a licensed business consultant, evaluating and solving organizational inefficiency. Dustin meets regularly with state and federal policymakers to promote measures that increase access, lower costs and improve the quality of healthcare.  He is a strong advocate for a consumer-centered health care system, value-based payment design, and the expansion and utilization of health information technology.

  • Irene McGee Henrich, PT, Director of Quality & Compliance

    Irene McGee Henrich has over 20 years of experience in the healthcare profession.  She is a Magna Cum Laude graduate with a degree in Physical Therapy from the Cebu Doctors’ University in the Philippines. Irene started her career as an acute care therapist at John Randolph Hospital in Richmond, Virginia, where she also worked as an outpatient therapist and outpatient coordinator.  She joined the Flagship Rehabilitation team in 2004.  Her many roles with Flagship through the years have included adjunct compliance officer, site manager, physical therapist and, most recently, Director of Quality and Compliance

  • Ashley K. Haltenthof, MS, CCC/SLP, RAC-CT, CDP, CADDCT, Director of PDPM Operations

    Our Director of PDPM Operations for Flagship Rehabilitation, Ashley K. Haltenhof, has focused on understanding and educating our Flagship Team and Partners in Medicare’s Patient Driven Payment Model.  As a Certified Dementia Practitioner through the National Council of Certified Dementia Practitioners and International Council of Certified Dementia Practitioners, Ashley has specialized in dementia and other neurodegenerative diseases in Long Term Care Communities.  Ashley graduated from George Washington University with a Bachelor of Arts Degree.  She then went on to successfully complete her Master of Science Degree in Speech Language Pathology from West Virginia University.  In addition, she has obtained her RAC-CT certification to further enhance her knowledge and provide education with healthcare providers, nurses, and administration in the Long Term Care industry to improve efficiency, clinical outcomes, resident care, and best practices. Throughout Ashley’s career, she has worked as a Speech Language Pathologist, Clinical Specialist, Director of Rehabilitation, Regional Director, and Clinical Program Consultant.

     

    Ashley is continually developing programs focusing on providing education and improving operations in healthcare. She has extensive experience in the areas of operational analysis of Long Term Care providers, Medicare and Medicaid reimbursement, regulatory compliance, state and federal survey assistance, the Minimum Data Set 3.0 (MDS 3.0), Mock Survey and the Resident Assessment Instrument (RAI) process.  Ashley has a strong expertise in program development, as well as program implementation where she trains, mentors, and educates clinical teams at all levels.  Ashley’s clinical program specialties include dementia, restorative nursing, dysphagia, and neurological disorders.

     

  • Reagan Metzger, COTA/L, CDP, Director of Managed Care Services

    Reagan has 26+ years of resident care, management, consulting and educating experience as a clinician and operator. Reagan graduated Magna Cum Laude from Mount Aloysius College with an Associate of Science Degree in Occupational Therapy in 1993. During her career, she has specialized solely in geriatric rehab.  Reagan began her career at HealthSouth Rehabilitation Hospital working in inpatient rehab on the Stroke and Spinal Cord Injury team.  From there, she ran a successful Occupational Therapy Department in a skilled nursing community in Cumberland, Maryland.  For 6 years, Reagan worked for the oldest and largest national rehabilitation provider in the long-term care market.  She held a title of Area Director of Operations across three states.

     

    Reagan’s areas of expertise include rehabilitation operations and regulatory compliance in the following settings: SNF, ALF, CCRC and outpatient. She also has expertise in program development, management/training of healthcare professionals; the Medicare Prospective Payment System/ Patient Driven Payment Model; Managed Care services: marketing; financial analysis/management; billing and is a Certified Dementia Practitioner. Reagan has held the position of Regional Director and Vice President of Operations throughout her career with Flagship and has recently been awarded the title of Director of Managed Services due her extensive experience in this area with Flagship over the past 14+ years.

     

  • Frank Palumbo, CPA, Chief Financial Officer

    Frank is the Chief Financial Officer for Care Ventures, Inc. and reports directly to the CEO in managing the finances for Flagship Rehabilitation. He graduated from the University of Maryland in 1970 with a BA in Accounting and then followed with his Masters from Frostburg State University in 1977.

     

    He maintains his Certification with the State of Maryland as a Certified Public Accountant. His 42 years of work experience in diverse settings. Frank joined Flagship Rehabilitation in 2003 and was promoted to Chief Financial Officer in 2005.

  • Kristin Diamond, Director of Human Resources and Communications

    Kristin Diamond has been with Care Ventures Inc., since early 2006 when she started with the company as a Human Resources Assistant. She quickly grew in her role becoming a Human Resources Generalist in 2007 advanced to the Director of Human Resources in 2010.

     

    Throughout that time, she has gained experience in both Skilled and Outpatient Rehabilitation Services, and all support departments that are managed in the Corporate Office in Cumberland, MD. Kristin was promoted to the Director of Human Resources and Communication in late 2011 where she oversees the human resources, recruiting, IT and Care Ventures staff.

     

    She is an active member of SHRM and the Healthcare Workforce Advisory Council.
